Mainly affected area : Oshima-machi(Izu Oshima Island), Tokyo, Japan
The time of occurrence : 　October 15th-16th, 2013
Damage : Mud slide in Izu Oshima late night October 16th due to the torrential rain from Typhoon 26th causing many causalities/death including unknown to locate.

(Details of the disaster damages)

The most affected area Izu Oshima is a volcanic island; therefore the ground is made of solidified stream of lava and volcanic ashes. Due to the torrential rain caused by the Typhoon 26 the surface layer consisted of volcanic ashes washed off resulting in mass amount of sand slide and mudslide into the residential buildings and houses. This is the major cause of deaths and injuries as well as collapsed buildings. The most affected area is listed as center of island, Motomachi district, as well as Senzu district. The disaster rescue teams from various entities such as the Self-Defense Forces of Japan, Fire fighters and police officers with and without local boundaries have been involving in rescuing and recovering people; however the ground search has been terminated as of November 8th, 2013. Therefore rescuers such as the Self-defense Forces of Japan and Fire fighters have been terminated. It is implicated that the process will be moved on to the next phase of restoration of the communities from the searching and rescue of survivors.
It has been 18 years past since the Hanshin Awaji Earthquake. It occurred January 17th, 1995 with the epicenter of southern part of Hyogo prefecture. The most of the damages were reported majorly as the collapsed buildings and the burnt buildings due to the earthquake. The death toll was reported 6434 people, and the economical damages in the area was reported as 9,900,000,000,000 Japanese Yen.

There is a distinctive difference in the type of damages between Hanshin Awaji Earthquake and the Great East Japan Earthquake. The majority of damages were reported as collapsed and burnt buildings in Hanshin Awaji Earthquake in 2011 whereas the most of the damages were reported due to the Tsunami effects in the Great East Japan Earthquake in 2011.

The percentage of bankrupt companies after the Hanshin Awaji Earthquake in Hyogo prefecture

The year of 1995 that Hanshin Awaji Earthquake occurred, the increment percentage of bankrupt companies due to the high Japanese yen currency was reported at the same time. However an unusual situation was observed in Hyogo prefecture in the same year right after the Earthquake. The percentage of bankrupt companies was significantly less than the previous year in Hyogo prefecture despite of the Earthquake occurrence. This unexpected situation may have had occurred due to the implementation of special measures (such as special funding system) which the government introduced as a part of revitalization program. Therefore the potential bankrupt companies had regained longer lifetime at that time. However, as a consequence, the percentage of bankrupt companies eventually started to increase rapidly as of 2 years after the Earthquake.

The number of bankrupt companies due to the Great East Japan Earthquake was reported 1032 as of December 2012. This means that the high monthly average number of 40.5 bankrupt companies has continuously been added every month. In comparison, the average number of bankrupt companies were added 9.2 every month after Hanshin Awaji Earthquake. This high increment rate of the bankrupt companies in the Great East Japan Earthquake forecasts a continued growth of the number for a long period of time.

In the aspect of long-term effects and situation involving bankrupt companies, it is possible that the number of bankrupt companies will continue to grow in the affected area of the Great East Japan Earthquake as similar situations have been witnessed in Hanshin Awaji Earthquake. Consequently, the number of bankrupt companies had risen significantly 2 years after the Hanshin Awaji Earthquake.
In the past, after the Hanshin Awaji Earthquake or any other major natural disasters has occurred, the tendency of “spending less” attitude among the individuals was constantly emphasized; and this tendency has been witnessed more severely and it has impacted many Japanese nations acting “voluntarily refrain from spending” after the Great East Earthquake.
On the other hand, overwhelming needs of replacing or purchasing lost items, lifeline items, emergency supplies, emergency foods for households and companies around the Earthquake stricken areas have been observed. This phenomenon even led to the “sold out” items due to the many individuals buying up items resulting in scarce of items in the market; and the production markets were hardly being able to keep up with the demand.

Currently CIRGLIDGE is conducting a research to determine the types of items that are crucial to the consumers involving natural disasters in order to help the disaster prevention and rehabilitation industries to eventually contribute to the disaster stricken community.
CIRGLIDGE believes that this study will provide vital information to the production and merchant industries to focus on the target items relating in an event of major disasters which unfortunately may happen in future as already being predicted. This research should also contribute to the efficiency and productivity of the items that should be available to the consumers in the timely manner. This conducted research is to mainly serve as a vital tool to the Industries such as the emergency suppliers, outdoor merchants, hardware stores, clothing stores, supermarkets, etc.

Report detail (Extract)

1. Consumer trend in the disaster stricken area after the disaster occurrence

Currently, the increased revenue has been recorded among the major department stores, super markets, home center and appliance stores in the most affected area of Tohoku region. The gross revenue of the department stores across Tohoku region was 190,670,000,000 Japanese Yen in 2011, comparing to the 2010, the difference is minimal of -0.6%. Then its gross revenue was sharply plunged (-43.7% compared to a year before) as of March, 2011 right after the Earthquake and Tsunami occurrence. However, despite of the devastating situation for many residents, the demand of quick restoration and recovery were evidently expressed among the affected residents; and it has lead to the increased gross revenue by May of 2011 among the major retailers, especially the home centers and appliance stores, and super markets.
The gross revenue of the home center businesses has been significantly increasing even after the March of 2011 or even more. According to the TEIKOKU DATABANK (TEIKOKU DATABANK, LTD.), the gross revenue of the 9 major home center companies (which headquarters are located in Tohoku region) was 151,678,000,000 Japanese Yen. This is 12.3% more compared to the previous year. Also in the aspect of a bottom line profit, it is a triple value compared to the previous year among the 7 out of 9 companies. This number implies the unprecedented high demand of purchasing the basic living necessities in order to restore and rehabilitate what they have lost in the Earthquake and Tsunami.

>> Individual consumption after the Earthquake and Tsunami- Data from Fukushima prefecture

- March-April, 2011
There was a tendency to stock up the food, drink, and basic living items in which the circumstances resulted in the scarce of over all items. There was a demand for the emergency supplies due to the continued aftershocks.
- May-August, 2011
The tendency of purchasing has been shifted to the industries of appliances and housing markets. It is evident that the strong demand of purchasing drinks especially the water and the foods that are produced outside the affected region have stayed the same due to the major concern of radiation exposure.

2. The consumption trend in outside the affected areas

In order to examine the effects of the Great East Japan Earthquake and Tsunami to the individual, below graph shows and compares the value of gross revenue of merchants after March 2011 and the previous year.
fig. Comparison in the gross revenue of merchants after Earthquake and the previous year

The tendency of quick recovery action has been recorded in the Tohoku region. Despite of plunging value of -22.5% right after the Great East Earthquake occurrence in the March of 2011, this number has improved to +1.5% in May, and +5.8% in July of 2011. However in a comparison, the revenue was less impacting as -6.5% among the rest of Japanese Nations in March of 2011 against the previous year though the quick recovery has been continuously expressed. This shows the different prospect from the trend being seen after the Hanshin-Awaji Earthquake as there was a minimal impact to the Japanese nations.
The most demanded items were drinks and water, foods, emergency supplies among the affected regions as well as the rest of Japanese nations right after the Earthquake. According to the sources from one of the E-Commerce site selling Health foods and Pharmaceutical items, the most demanded items are, emergency supplies (+2.9%), emergency foods (4.9%) after the earthquake.

Overview

The Typhoon Bopha landed in Mindanao island on Dec.4th 2012 causing major devastations and damages in the area. According to the UN Office for Coordination of Humanitarian Affairs (OCHA), the casualties are reported as 1,067, missing persons are 834 as of Dec.31st 2012.
According to the sources, the delayed response of the Government and the local administration for the natural disaster emergency response department was the major factor to be blamed for this one of the worst case disaster. Evidently there are many criticisms being voiced against the Government and the local administration among the local residents for the Government’s failure judgment and handling.
Today, the power and the electricity are still unavailable in the most of Compostela Valley and Davao Oriental areas. Disrupted travel and transportation are also the main concern of causing the isolation of the affected area from the humanitarian assistance. According to the Initial reports from the Philippines’ Department of Health, the rapidly increasing diarrheal disease cases have been reported in the affected areas.

Response

Early Recovery (Clean-up the debris)
Approximately 4,000 people have worked on cleaning up disaster waste in affected area.

Approximately 800,000 ~ 1,000,000 individuals need food assistance in the worst affected areas.

Water Distribution
35,084 water kits were distributed; however more water kits are continuously needed among affected areas.

Emergency shelter kit distribution
38,800 emergency shelter kits were distributed.
